 Alright, looking over the list, I'd peg him at around post-Nail fusion Piccolo, probably somewhat weaker so as to allow space between him, Salza, and M5 Piccolo, who undoubtedly trained. With his electricity technique he could possibly take down Piccolo, but he'd have to catch him, which would prove very difficult without some sort of distraction.

Anybody higher than that I think would wreck him.
